Roy was born on January, 17, 1922 to Dixie Nathaniel Scales and Ada Wood Scales in Stuart, Virginia. He grew up on his mother's family farm in Woolwine, Virginia.
Roy enlisted in the United States Army Air Force in 1942 and became a decorated World War II combat pilot. He piloted the P-51 Mustang in 26 combat/escort missions over Europe in 1945.
After the war, Roy returned to Virginia and enrolled at Virginia Polytechnic Institute (now Virginia Tech). He graduated with a business degree in 1949.
Later that year, Roy came to Bluefield and gained employment with Bluefield Supply Company. There he met and married in 1950 the love of his life, Phyllis Lee Bird. Roy and Phyllis had three children. The family relocated routinely during his work career -- all in West Virginia and Ohio.
In 1970, they returned to Bluefield. Roy achieved the position of Vice President, Secretary-Treasurer with Bluefield Supply Company in 1980. Roy retired in 1987. Roy and Phyllis were long time Trinity United Methodist Church and Bluefield Country Club members.
In 1998, Roy and Phyllis moved to Sun City Center, Florida. There they happily celebrated their 50th wedding anniversary with family and friends. Roy could often be found in Sun City Center on the golf courses or dining at area restaurants. In 2015, Roy relocated to Kingwood, TX.
Well into his later years, Roy occupied his time by reading two daily morning newspapers, supporting a number of charitable veteran causes, and closely following politics, business, the markets and his Hokies.
